With over 30 years of experience across both private and public sectors, including roles as a senior solicitor and principal advisor in a Commonwealth agency, Philip’s career has encompassed addressing complex commercial, regulatory, and legal challenges. His expertise includes significant contributions to legislative and regulatory reform, advising on multi-jurisdictional frameworks, and supporting the development of compliance and enforcement regimes.

An accomplished negotiator, Philip has extensive experience navigating complex, high-value commercial contracts and building relationships in challenging environments. His project management and planning skills were developed through oversight of large-scale infrastructure projects in the private sector, as well as implementing regulatory models and procurement processes in the public sector. Passionate about advocacy and negotiation, Philip has successfully presented to diverse audiences, fostering engagement and achieving impactful outcomes in legal and regulatory matters.

Experience

Philip’s experience includes:

  • achieving positive contract outcomes in multimillion-dollar commercial settings (public and private sectors), including managing major procurements for aviation and maritime assets, satellite communications, IT systems, and OEM supply contracts
  • advising on legislative and regulatory reform, including the development of Regulation Impact Statements, drafting instructions, preparing cabinet and ministerial submissions, and responding to Senate committees
  • engaging in high-level advice on operational matters and best practice administrative decision-making, including implementing internal and external review protocols and developing frameworks to support regulatory reform programs for the Australian Government
  • identifying opportunities and advising the government on modernising service delivery through leveraging technological capabilities, such as Artificial Intelligence (AI) and automation
  • leading the development and adoption of Search and Rescue policies and practices in Australia and internationally in accordance with the Convention on International Civil Aviation and International Civil Aviation Organization (ICAO) Standards and Recommended Practices
  • engaging and consulting on aeronautical policy matters with other agencies with aviation safety responsibilities, as well as active engagement with relevant sectors of the Australian aviation industry
  • representing Australia at relevant national and international forums, including development of briefs for delegations to national and international forums
  • responsible for the coordination, drafting and delivery of prosecution briefs to the Commonwealth Director of Public Prosecutions (CDPP)
  • principal point of contact regarding prosecutions and compliance for breaches of the National Law
  • responsible for the provision of high level advice on a range of matters relevant to the National System Compliance and Enforcement unit, Policy and Regulation unit and other functional areas in Domestic Vessels
  • negotiated and liaised with local government, CASA and AIrServices Australia in relation to operational approvals and procedures
  • negotiated with multifaceted general aviation operations to develop and promote the safe and efficient use of local aerodrome airspace.
