Expertise

Annie specialises in procurement, contract management, contract drafting and negotiations for major projects. She has experience in both private practice and in-house in Australia.

Annie provides advice and support across a project life cycle including due diligence, project delivery, front end construction contract negotiation, avoidance of disputes, dispute management and complex regulatory and compliance issues relevant to construction and infrastructure. 

Annie is trilingual and is fluent in Mandarin and Hokkien (also known as Taiwanese). 

Experience

Annie’s experience includes the following:

  • advising Cross River Rail on the Inner City Bus Enhancement project at Roma Street for refurbishment work to Roma Street train station and Platform 2 of the bus station (part of the larger Cross River Rail project valued at over $5.4 billion)
  • advising equity sponsors on the Gurner-Qualitas build-to-rent projects valued at $600 million in central Melbourne
  • advising John Holland with the preparation of a suite of back-to-back templates for the Logan Hospital expansion (part of the major hospital expansion projects in Queensland)
  • advising ISPT, which has a $20.4B portfolio of properties across Australia, with its various development projects
  • advising Autosports Group with various construction projects, including the development of a VW Dealership in Brisbane and fit-out works for the BMW Dealership in Melbourne
  • assisting Sentinel Property Group, known for their expertise in property investment and development, with developing a suite of contract templates for their upcoming projects
  • advising Australian Unity with the construction of SDA Design Standard-certified robust-standard duplex dwellings as part of a larger seniors living development project in Queensland
  • advising on a $220 million civil works contract to conduct earthworks in preparation for the construction of a 200-kilometre railway line along with passing loops, balloon loops and related infrastructure connecting the Carmichael Coal Mine to the Adani Abbot Point Coal Terminal
  • advising on a $40 million contract to design and construct three (3) 400 bed temporary accommodation camps for construction workers on the Carmichael Rail Network project
  • advising on complex extension of time and variation claims provided by contractors and the settlement of the subject matter 
  • managing claims made under the Security of Payment Act (in Queensland) including preparing payment claims, payment schedules, adjudication applications and responses
  • advising on a $20 million contract for construction camp operations with a major French food services and facilities management company
  • negotiating and finalising various operations and maintenance contracts to enhance efficiency, environmental performance and safety of the Adani Abbot Point Coal Terminal 
  • advising on modern slavery regulatory and compliance issues and preparing a modern slavery statement in accordance with the Modern Slavery Act 2018 (Cth)
  • 14-month secondment to Bravus Mining and Resources (formerly known as Adani Australia) to assist with contract negotiations to support the development of the Carmichael Coal Mine and the construction of a 200-kilometre railway line and related infrastructure connecting the Carmichael Coal Mine to the Adani Abbot Point Coal Terminal
  • in-house counsel for a port operations company with an annual revenue approaching $150 million.
