Troy has over 20 years' industry experience and is a recognised industry leader in relation to the security of payment legislation Australia wide. His experience acting on behalf of both Claimants and Respondents, as well as training industry participants and adjudicators ensures that he and the entire Holding Redlich construction, infrastructure and projects team are across the tips, tricks and traps that exist in the legislation and always stay one step ahead.

Troy’s expertise in project delivery issues and disputes involving some of the largest and most complicated of projects ensures that when advising on the drafting of and risk allocation in construction contracts as well as the appropriate manner in which to structure and deliver projects you are receiving practical commercial advice that has considered every possible pitfall (commercially and legally) and adopted best industry practice in relation to the management of same.

In addition Troy has significant regulatory experience in the construction industry having been the client relationship and lead partner for the Queensland Building and Construction Commission (QBCC) between October 2014 and July 2015, and since 1 July 2016.
In 2018 Troy was appointed by the State Government as a panel member of the Building Industry Reforms Implementation and Evaluation Panel. This panel was appointed pursuant to section 200A of the Building Industry Fairness (Security of Payment) Act 2017 (BIF Act) to undertake an evaluation of the implementation of the BIF Act as well as to determine the effectiveness of the legislative framework in meeting the policy intent and identifying opportunities for improvement of security of payment outcomes. Troy has also recently been engaged to provide advice to the Department of Housing and Public Works and the Fairness in Contracting Subcommittee of the Ministerial Construction Council in relation to the potential prescribing of prohibited terms in construction contracts pursuant to section 67GB of the Queensland Building and Construction Commission Act.

Troy also presents numerous training courses for industry bodies and in house for clients in relation to key risk and project delivery issues facing the industry as well as security of payment and best practice in contract administration. Troy has been conducting one day intensive training courses on the security of payment legislation for in excess of 13 years and is regularly requested to present on behalf of peak industry organisations such as the Civil Contractors Federation, Master Builders and Engineers Australia to their members on such topics.
